The Big Fix: Obama’s Rigged Census (Part Two)

It will determine which states gain seats in Congress and which ones lose them.
It will divert billions in federal funds to states and cities with the greatest
number of illegal aliens.
It will support the conviction that America has become a bi-lingual country.
It will allocate of billions of taxpayers' dollars to special interest groups,
such as NAACP, Fundacion Azteca, Jesse Jackson's Rainbow Push Coalition, and
ACORN.
The dice have been loaded.
The results of the 2010 Census will be snake-eyes for the conservatives,
Christians, and Caucasians who now inhabit the once fabled land of the free and
the home of the brave.
Last February, Mr. Obama assumed complete control of the 2010 Census in sharp
violation of Article 1, Section 2, of the Constitution.
This Article, which concerns the legislative rather than executive branch of
government, stipulates that the "enumeration" be conducted by a commerce
official under the supervision of the Senate and the House of Representatives.
It reads:
Representation and direct Taxes shall be apportioned among the several States
which may be included within this Union, according to their respective Numbers
... . The actual Enumeration shall be made within three Years after the first
Meeting of the Congress of the United States, and within every subsequent Term
of ten Years, in such Manner as they (the House of Representatives and the
Senate) shall by Law direct.
When the Oval Office side-stepped this stipulation, Sen. Judd Greg, who was then
Mr. Obama's choice as Secretary of Commerce, announced his withdrawal from
consideration.
"This was simply a bridge too far for me," Mr. Greg said.
Mr. Obama's choice as Commerce Secretary then fell to Gary Locke.
When Mr. Locke's appointment was announced, Michael Steel, a spokesman for House
minority leader John Boehner (R-Ohio) said: "The first question for Gov. Locke
is whether he will block the brazen attempt by the White House to take over the
traditionally non-partisan census. To be more than a figurehead, Gov. Locke must
promise to keep politics out of the census by keeping control of it in the
Commerce Department."
Despite this concern, Mr. Locke sailed through his confirmation hearings without
raising a squawk from Congressman Boehner and his fellow Republicans.
Last month, when asked, "What will be this White House's role in the Census?"
Mr. Locke responded by saying (in part): "I serve at the pleasure of the
president."
Proof that control of the head counting remains within the Oval Office came with
Mr. Obama's recent appointment of Robert M. Groves as Census Chief.
"With the nomination of Robert Groves, President Obama has made clear that he
intends to employ the political manipulation of census data for partisan gain,"
North Carolina Congressman Patrick McHenry quipped. Other lawmakers called
Groves an "incredibly troubling selection" who must be watched for "statistical
sleight of hand."
As an associate census director in the 1990s, Groves angered Republicans by
supporting a statistical adjustment to compensate for the 1990 undercount - a
move that was eventually squashed by the then Republican Commerce Secretary
overseeing the Census Bureau. The Supreme Court later ruled that statistical
sampling cannot be used to apportion congressional seats, but can be used for
other purposes, such as legislative redistricting and, of course, doling out
dollars.
Mr. Groves supported the use of statistical sampling during the 2000 census to
make up for a projected under count of about 5 million people. This method
basically "creates" non-existent people to account for individuals who may have
been missed during the actual head count, and assigns imagined race, sex, income
and other details according to a bureau formula.
The obvious problem with this method is that it also creates "imaginary voters"
since census totals determine representation for those voters in the U.S. House
of Representatives. The U.S. Supreme Court ruled on this issue in 1999 saying
this method was prohibited as far as using it for the apportionment of U.S.
House districts. However, the court left open the possibility of using this
method to determine how those districts are drawn.
While Groves said the use of sampling in 2010 was unlikely given the little time
remaining, he would not say whether he would support other measures such as a
government halt to immigration raids. "I will work with all agencies of
government to assure the best census this country can achieve," Groves wrote
when asked if he would seek to scale back border enforcement.
Will the southern border be left wide open for the sake of the Census? Will a
record number of illegal Latinos swarm into cities throughout the Southwest to
inflate the Census results?
Could this happen without law-enforcement officials and border patrol agents
sounding the alarm and major news outlets reporting that the Census will be
artificially swollen with Latinos?
The answer to all of the above is yes.
The Obama Administration has asked immigration agents to curb the enforcement of
existing laws and to turn a blind-eye to the expected influx of hundreds of
thousands of illegal aliens.
Deputy Census Director Preston Jay Waite says that raids on illegals occurred
during the population count would make a "distrustful group" less likely to
cooperate with government workers who are obliged to include them in the head
count.
When asked if the immigration enforcement agency would suspend raids during the
2010 Census, Immingration and Naturalization spokeswoman Pat Reilly said, "If we
were, we wouldn't talk about it."
"We're an investigative agency," Ms. Reilly added. "We don't talk about how we
target our enforcement activities."
The policy of leaving the back door to America wide open in order to bloat
Census figures is not without precedent. It was employed in 2000 when President
George W. Bush inhabited the Oval Office. But, unlike Mr. Obama, Mr. Bush did
not control the outcome of the head count.
A Center for Immigration Studies report revealed that many low-immigration
states which might seem unaffected by immigration are in fact experiencing a
significant erosion of their political influence in Washington. For example, the
presence of illegal aliens in high-immigration states, including California and
Arizona, caused Indiana, Michigan, and Mississippi to each lose one seat in the
House in 2000, while Montana failed to gain a seat it otherwise would have.
Illegal immigration not only redistributes seats in the House, it also affects
presidential elections because the Electoral College is based on the size of
congressional delegations.
Mr. Obama has adopted a further means to guarantee the outcome so that the
redistribution will serve his agenda.
A whopping $14 billion has been set aside for the Census.
With this money, Mr. Obama has obtained the services of "Census partners"
-organizations that will assist the Commerce department in the head count.
A lion's share of the $14 billion has been set aside for the Association of
Community Organizations for Reform, better known as ACORN.
During the last two election cycles, Acorn was under investigation for election
fraud and related offenses in nearly 20 states.
As Mr. Obama knows very well, no one is better than Acorn at cooking the books
and falsifying records.
