reported, as a minimum he gets a bad reputation, the police may
arrest him, he may be tried and imprisoned, heavily fined, branded
as a pervert, required to register as a sex-offender wherever he
lives, you know the story...
Joseph Congressman harasses, abuses, or mistreats employees: they may be afraid to report it, they may not know how to report it, if they have the guts to report it, it's immediately hushed up and buried. Secret deals are made. The victims are given large amounts of cash to keep quiet - the cash doesn't come from the congressman, it comes from you and me (taxpayers). Nobody will ever know that their congressman is a corrupt, criminal, sleazebag maggot and that every cent of their taxes is being spent to protect the secret.
